The audit was conducted by accounting firm Cherry Bekaert and was conducted between June 2025 and 2024. In fiscal year 2025, total annual revenue increased to $6.6 billion, but net revenues designated for public schools decreased to $1.05 billion. The overall percentage contributed to public schools has gone from 23% in FY 2023, to 20% FY 2024, to 16% in 2025. State Auditor Dave Boliek stated that these numbers raised a lot of questions about why education funding for North Carolinians has decreased and why the lottery's contributions to public education have been flat.
